When the state Board of Education meets on Wednesday, one of the items on the agenda will be to discuss the concerns of some lawmakers about the Kentucky High School Athletic Association's rules.

The KHSAA decides whether kids who transfer from one school to another are eligible to play sports or must sit out for a year. And some critics have said the association has too much power and its rules are too strict.

For example, the KHSAA requires member high schools to sign a document waiving their constitutional rights with respect to KHSAA actions.

It also threatens to punish schools that follow court orders to let athletes play once they've been deemed ineligible by the association. The Kentucky High School Athletic Association has reorganized its staff, including naming a compliance commissioner and two new assistant commissioners.

Darren Bilberry will fill the compliance position. He gained experience in that field while working at the University of Kentucky, Southern Illinois University and Auburn before joining the KHSAA in 2007.

.Rules compliance is not just about investigations and transfers,. commissioner Brigid DeVries said. .It is about developing an attitude of compliance and institutional control that is vital for KHSAA membership..

Larry Boucher is hanging up his administrative suit and tie soon, but it doesn't mean he will be hanging up his officials' uniforms quite yet.

The longtime KHSAA assistant commissioner announced on Monday night that he plans to retire on Oct. 1.

.I love my job,. Boucher said Tuesday, 17 years to the day he started at the KHSAA. .It's the greatest job I've ever had . it's the most stressful job I've ever had . but I've loved it..

Last fall, the Kentucky High School Athletic Association ruled that Hicks was ineligible to play football or any other sport in his junior year after he moved from his mother's home in Danville to his father's in Harrodsburg. Such arrangements are not an exemption to the transfer rule.

"It felt like I was being punished," the Mercer County student said. "You really can't help it when you have family problems."

In 2006, Mallory Adler appealed a decision that found her ineligible to play soccer when her parents moved from Northern Kentucky's Conner High School area to the Highlands district. By the time the KHSAA agreed that she was eligible after all, the soccer season was over and her team ultimately won the state soccer championship.

The third time was a charm for the Kentucky Softball All-Stars on Thursday at Bowling Green.

After being swept in each of the first two years of the best-of-three annual series with Tennessee, Kentucky rallied from a 1-0 loss in the first game yesterday to win the next two games and secure its first series victory.

Samantha Sparks of Russell, who was named the Most Valuable Player, scored the winning run in the third game after she singled in the bottom of the fourth (the game was cut short to five innings by agreement of the coaches). Sparks came all the way around to score when the ball got past the Tennessee center fielder.

Rodney Martin, who led Lexington Catholic to state baseball titles in 1999 and 2006, is retiring as coach and teacher at his alma mater.

INDIANAPOLIS . Kentucky's All-Stars were barely as big as a basketball the last time a girls team from the Bluegrass State had topped the Hoosiers in the state of Indiana.

It hadn't happened since 1992 when the All-Stars were barely toddlers.

The Bearettes didn't get a point from star Tia Gibbs, but showed they're not a one-girl team by beating Franklin-Simpson 58-57 in the championship game of the Houchens Sweet Sixteen in front of a record-breaking, rowdy crowd of 6,071 at Diddle Arena.

Gibbs, a Vanderbilt signee, was so impressive the rest of the tournament that she earned Most Valuable Player honors from a local hospital.

The guard was injured in a head-on collision in the morning semifinal and left the title game at halftime to be checked out for a suspected concussion, said Terry Keown, a school official.

"We had to step up and show we could play without her," said junior Tiara Hopper, who scored 15 points and grabbed 11 rebounds to lead Butler. "We won it for her. Bryan Station was one giddy football team after blasting host Paul Dunbar 45-14 Friday night, and the Defenders had good reason to feel good about themselves.

By winning its season opener, Bryan Station ended a six-year, 21-game losing streak against city competition.

North Bullitt's Dalton Cissell described how his 91-yard kickoff return was set up for him at Lafayette on Friday night.

"Our front blew them up on the outside and opened the hole," Cissell described. "It was pretty. It was pretty."

Indianapolis Bishop Chatard, a three-time defending state titlist, knocked off reigning Kentucky champ Lexington Catholic 31-7 in the Bluegrass Bowl on Saturday night.

Green County outlasted Hazard 48-39 in the opener in a game that featured more than 1,100 yards of offense.

Kevin Clary, an assistant baseball coach at Lexington Catholic the past three years, has been promoted to head coach of the Knights.

Clary succeeds Rodney Martin, who stepped down a few weeks ago after 13 years at LexCath, including state titles in 1999 and 2006.

"I think Lexington Catholic is the premier program in the state," Clary said. "Coach Martin did an unbelievable job managing the program and getting the kids to perform up to expectations. They always played hard for him, and they had a great respect for the game. We hope to continue that."

Clary played baseball at Bryan Station (Class of 1985). Lexington Catholic is back in a familiar place as the top-rated girls' soccer team in the city, but it has plenty of company this season.

With eight returning starters and a large group of seniors, the Lady Knights received a No. 3 ranking in the pre-season coaches' poll behind top-rated defending state champion Sacred Heart and Highlands, which won the state title two years ago.

Catholic Coach Terry Quigley shrugged off the latest rating.

This early in the season, most soccer coaches are usually complaining about their defenses giving up easy goals and not playing as a unit yet.

That wasn't the complaint at Lexington Catholic Tuesday night as the No. 18 Knights played district rival and 20th-ranked Lexington Christian to a 0-0 tie.

Both defenses looked sound, it was their offensive counterparts that appeared to still need some work.

GEORGETOWN . Former high school basketball star Jonathan "Bud" Mackey entered a guilty plea Monday morning to an amended charge of first-degree possession of a controlled substance.

Mackey, 19, was scheduled to appear in Scott County Circuit Court for a jury trial, but prosecutors offered him the plea deal.

Mackey had been indicted in February on a charge of first-degree trafficking a controlled substance, a Class C felony that carries a penalty of five to 10 years in prison. The amended charge is a Class D felony, punishable by one to five years in prison.

The Commonwealth recommended Mackey to serve six months in jail in addition to his two months jail credit and to probate the remainder of the five-year sentence. He will be sentenced Oct. 6. Basketball player Austin Flannery is joining future UK player Dakotah Euton and standout Chad Jackson in getting a recommendation from a Kentucky High School Athletic Association hearing officer that his ineligible status at Scott County High School be overturned, a new KHSAA report says.

None of the three juniors have a final ruling yet. But now both of the KHSAA's hearing officers have issued reports saying there's no evidence that there was .collusion. by perennial power Scott County High to get the three players to transfer.

Flannery, a 6-foot-3 player regarded as a strong three-point shooter, played on the same AAU summer team as Jackson and Euton.

KHSAA Commissioner Brigid DeVries ruled all three players ineligible under KHSAA bylaws following their transfers to Scott County High School. Euton and Jackson transferred from Rose Hill Christian in Boyd County to Scott County. WASHINGTON . Cheerleading accounted for two-thirds of sports-related deaths or serious injuries to high school girls over the past 25 years, according to a new nationwide study.

It's because cheerleading increasingly requires complex . and dangerous . gymnastics stunts, said report author Frederick .Mueller, who directs the University of North Carolina's National Center for Catastrophic Sports Injury Research in Chapel Hill, N.C.

.Many of the coaches weren't ready for that kind of change and weren't ready to teach those kinds of activities. when cheerleading shifted away from just pompons and chants, Mueller said.

Today's cheerleaders perform such athletic feats as the basket toss, where a cheerleader is thrown 20 feet in the air and then caught in her teammates' interlocked arms. On a hot and steamy Tuesday night, an always hotly contested matchup between district rivals and state powers Lexington Catholic and Paul Dunbar got overheated.

The host Knights fell behind by a goal midway through the first half before answering with three goals of their own in the second half to win it 3-2.

The game featured four yellow cards and a red card, and both teams struggling to keep their composure.

Bleary-eyed but having a blast. That's Elizabethtown football coach Brad Todd, whose weekends are wearying but wonderful this season. After coaching the Panthers on Friday nights, Todd and his family hit the road to follow son Chris as he plays quarterback for Auburn on Saturdays.

It makes for a tiring schedule.

After E-town played Bethlehem last Friday, for example, Todd, his wife, Becky, daughter Kristen and son Kyle, arose at 4 a.m. Saturday to make the trip to Auburn, Ala., for the Tigers' game against Louisiana-Monroe that evening. They made the seven-hour return trip home on Sunday.

This weekend will be even more hectic. The thought of a 2-2 tie with host Paul Dunbar, sending the game to penalty kicks, made the Tates Creek senior shudder.

On a hot and steamy Tuesday night, an always hotly contested matchup between district rivals and state powers Lexington Catholic and Paul Dunbar got overheated.

The host Knights fell behind by a goal midway through the first half before answering with three goals of their own in the second half to win it 3-2.

The game featured four yellow cards and a red card, and both teams struggling to keep their composure.

There is no doubt Lexington lost some big-name volleyball talent last season.

But just because some top talent is gone doesn't mean there's not plenty still available, city coaches say.

Ten weeks after Dakotah Euton and Chad Jackson were ruled ineligible to play basketball at Scott County, they enjoyed a reversal of fortune on Monday thanks to the Kentucky High School Athletic Association Board of Control.

The board voted unanimously to uphold a hearing officer's recommendations that Euton and Jackson, who transferred from Rose Hill Christian in Ashland, be eligible at Scott County.

Euton and Jackson, who were in attendance, immediately text-messaged their friends with the good news.

Euton, a 6-foot-8 junior who has committed to the University of Kentucky, said his reaction to the 16-0 vote was "relief, and joy that I get to play." ]]>
